Move to Malta from Dubai
A step-by-step guide for OFWs and Filipino workers relocating from the UAE to Malta
If you are a Filipino worker in Dubai, Abu Dhabi, or anywhere in the UAE and considering a move to Europe, Malta is one of the easiest and most rewarding destinations. This guide covers everything you need to know — from visas and permits to cost of living and community life.
Why Move from Dubai to Malta?
Many OFWs in the Gulf are discovering that Malta offers a better long-term deal. Here is how the two compare:
| Dubai (UAE) | Malta (EU) | |
|---|---|---|
| Language | English widely spoken | English is official |
| Worker protections | Limited labour law coverage | Full EU labour rights |
| Health insurance | Employer-dependent | National health system access |
| Permanent residency | Very difficult to obtain | Available after 5 years |
| Paid annual leave | 30 days | Minimum 24 days + public holidays |
| Summer heat | 45°C+ for months | Mediterranean, 30–35°C peak |
| Filipino community | Large and established | Growing and close-knit |
| Kafala/sponsorship system | Yes (reformed but still restrictive) | No — EU work permits |
Step 1: Secure a Job Offer
You need a confirmed job offer from a Maltese employer before applying for a work permit. CleanerPlace is currently hiring cleaners, cleaning supervisors, and maintenance technicians. We handle the permit application process for you.

Step 2: Work Permit Application (Single Permit)
Malta uses a Single Permit system administered by Identity Malta. Your employer (CleanerPlace) submits the application on your behalf. Here is what is involved:
- Employer submits the Single Permit application to Identity Malta
- You provide: valid passport, police clearance, medical certificate, and CV
- Processing time: approximately 8–12 weeks
- The permit covers both residence and work — no separate visa needed
- Initial permit is valid for 1 year and renewable
Step 3: POEA and POLO Clearance
As a Filipino national, you must also comply with POEA (Philippine Overseas Employment Administration) requirements. This includes:
- Verify your employer through the POEA or DMW (Department of Migrant Workers) portal
- Get your OEC (Overseas Employment Certificate) or OFW pass
- Visit the POLO (Philippine Overseas Labor Office) in your current location if required
- CleanerPlace will provide any employer documentation needed for these steps
Step 4: Travel and Arrival
Once your Single Permit is approved, you can book your flight. Direct flights from Dubai to Malta are available through Emirates and Air Malta (now operated by Ryanair Malta Air). Flight time is approximately 5.5 hours.
- Bring all original documents (permit approval, passport, employment contract)
- Register with Identity Malta in person within the first few days
- Apply for your e-Residence card
- Register for a social security number at the Inland Revenue office
Step 5: Settling In
Malta is a small island and easy to navigate. Most Filipino workers settle in areas like Msida, Gzira, Sliema, or Qawra where there are Filipino shops and community centres. Here is what to expect:
Accommodation
Renting a shared room costs €250–€400 per month. A private studio or one-bedroom apartment ranges from €600–€900 depending on location. Many Filipino workers share apartments to save money. CleanerPlace can help connect you with accommodation options.
Cost of Living
- Groceries: €200–€300/month (Filipino groceries available at Asian supermarkets)
- Transport: €26/month for a Tallinja bus card (unlimited travel)
- Mobile: €10–€15/month for a prepaid plan
- Remittances: Send money home via Wise, Remitly, or local exchange shops
Filipino Community in Malta
The Filipino community in Malta is estimated at 3,000–5,000 people and growing. You will find:
- Filipino grocery stores in Msida, Gzira, and Qawra
- Catholic churches with Tagalog-language masses
- Filipino associations that organise cultural events and celebrations
- Kabayan support networks to help newcomers settle in
Salary and Benefits
CleanerPlace offers competitive salaries above Malta's minimum wage. Full-time workers are entitled to:
- Minimum 24 days paid annual leave plus 14 public holidays
- Social security contributions (government pension and benefits)
- Access to Malta's national health service
- Overtime pay at regulated EU rates
- Full training on cleaning standards and property systems
